Every council in England works to its own local plan, and Bexley’s is more permissive than many of the London boroughs we work in. There’s no borough-wide Article 4 Direction affecting standard householder projects, only one covering the change of use from a dwelling house to a house in multiple occupation across the whole borough, which means most rear extensions and loft conversions on Bexley’s generous interwar plots can often proceed under permitted development. The exception is the borough’s conservation areas, including Old Bexley Village and the Upton area of Bexleyheath, home to William Morris’s Red House, where design expectations tighten considerably.
